Job Description

With general direction, gathers, compiles, and analyzes data across a broad range of disciplines for purposes of conducting environmental impact assessments under the California Environmental Quality Act (CEQA) and/or the National Environmental Policy Act (NEPA)land use, economic forecasting, population growth, and other related data to create basic to high complexity modeling and forecasting for Water Resources, Air Quality, Environmental Impact studies and plans. Conducts basic to high-complexity analysis for CEQA and NEPA documents, other technical studies, and plans. Reviews analysis conducted by junior staff or sub-consultants existing models and recommend improvements/changes as necessary. Performs or oversees field investigations, surveys, studies, or other research to compile and analyze data on environmental impacts of prospective land uses or development/infrastructure proposals. Collaborates with engineers, designers, clients, and sub-consultants to research, analyze, or resolve complex environmental impact-related design project issues. Reviews land use plans for compliance with applicable local, state, and federal environmental and conservation laws. Escalates any legal compliance issues as necessary. Prepares, or assists in preparing, CEQA and/or NEPA documents, including environmental impact reports or environmental impact statements; negative declarations/mitigated negative declarations or environmental assessments; categorical exemptions or categorical exemptions; and other related CEQA and/or NEPA documents, notices, and other materials. Assists in public outreach, including preparation of project information materials, presentations, and public meeting/workshop materials. Provides technical guidance and training to more junior staff. Mentors more junior staff and develops them for future growth within the discipline and firm. May create, or work with a team to create, a poster or other presentation material for a conference. Performs other duties as required. Collaborates with sales staff to create and develop proposals in response to current and potential client requests for proposal (RFPs). Reviews draft proposals for adherence to firm, industry, state, local, and federal regulations and best practices. Meets with current and potential future clients to review their current and future CEQA/NEPA compliance design needs.

Minimum Qualifications

Bachelor's degree in Civil Engineering, Urban, Community or Regional Planning, or related discipline. AICP, PTP, PE, CEP, or approved certification in a related field. Or Master's degree in Civil Engineering, Urban, Community, or Regional Planning, or a related discipline. 7 years of related experience with Bachelors degree or 6 years of experience with Masters degree. Domestic and/or international travel may be required. The frequency of travel is contingent on specific duties, responsibilities, and the essential functions of the position, which may vary depending on workload and project demands. Equivalent additional directly related experience will be considered in lieu of a degree.

Preferred Qualifications

Expertise/knowledge of CEQA and NEPA processes and requirements.
Expertise in writing CEQA and NEPA documents for a variety of agencies and project types and sizes.
Transit and Aviation CEQA/NEPA experience.
